Construction on Orchard Place Apartments to Begin Next Week

Construction will begin next week along SE Orchard Drive for the Orchard Place Apartments development project. This project will consist of the construction of seven buildings containing 41 apartments units.

The binding site plan process is comprised of three phases. Phase 1 involves technical analysis, environmental evaluations, preliminary engineering, public notification and comment period, preliminary binding site plan approval, State Environmental Policy Act (SEPA) determination, permitting, and final engineering approval. Phase 2 involves clearing/grading, infrastructure construction (sewer, water, storm drainage, dry utilities, roads), and final binding site plan approval. Phase 3 involves actual building construction. During these phases, the City of North Bend provides technical reviews, coordination, permitting, inspections, etc.

If your property is located within a certain distance from Orchard Place Apartments, the City mailed you a notice of binding site plan application in 2017. Additionally, notification was provided in the Snoqualmie Valley Record and associated signs were posted along the site’s perimeter. Orchard Place Apartments is being developed by John Day Homes. Access to the site is from SE Orchard Drive. John Day Homes expects to complete infrastructure construction and record the final binding site plan in the spring or early summer of 2018. Building construction is anticipated to begin in the spring or summer of this year as well.

Since construction activities will include a substantial amount of machinery, noise, and vehicles, the following safety measures will be provided:

A. The City has designated a “Haul Route” for construction machinery and worker vehicles for access. The approved access is from Exit 32 I-90 travelling along 436th Avenue and onto SE Cedar Falls Way. From SE Cedar Falls Way, construction traffic will travel west through the Cedar Falls Way roundabout and onto SE North Bend Way. From SE North Bend Way construction traffic will turn south onto SE Orchard Drive to the projects construction entrance. The return haul route will be the same. The City will not allow construction access from other roads. Before construction, SE Orchard Drive road / pavement condition will be evaluated. Following construction, the pavement condition will be re-evaluated to determine if construction traffic damaged the pavement. If so, then the pavement will be upgraded to equivalent or better condition.

B. Two full road closures are anticipated with this project along SE Orchard Drive. This will occur during normal construction hours only. Dates and times have not yet been determined. Detour route signage will be provided. Partial lane closures should also be expected from time to time along SE Orchard Drive.

C. The City will employ inspectors on SE Orchard Drive to ensure traffic control measures are being followed and public safety is not being compromised.

D. The Grading Permit will state that contractors shall honor allowed work hours, ensure safe street access for the public, and provide general cleanup of the right-of-way each day. Chapter 8.26 of North Bend Municipal Code does not allow construction noise from 8:30 p.m. to 7:00 a.m. on weekdays and 6:00 p.m. to 9:00 a.m. on Saturdays. No construction noise is allowed on Sundays or holidays including New Year’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day, regardless of the day of week. To report a work hours violation, please call the City’s code enforcement number at 425-888-7645. Messages may not be received until the next business day,

The City of North Bend recognizes that construction in this road corridor could be a significant inconvenience to you. However, we will continue to make public safety our number one priority. During construction, if you have any questions or concerns, please call the Public Works office at 425-888-0486 or email Carrie Smith at csmith@northbendwa.gov, or Brian Tucker at btucker@northbendwa.gov.
