Construction Near Tannerwood and Wood River Neighborhoods to Begin May 14th

Construction is about to begin on the next phase of a subdivision project (plat) located near Tannerwood and Wood River neighborhoods. The plat is being built by Toll Brothers and Murray Franklyn (Riverside at Tannerwood, LLC). It has been re-named from the Segale Subdivision to the Tanner Road Subdivision. Phase 3 of the subdivision, located at terminus of Elk Run Place SE and SE 135th Way, will begin site infrastructure followed by home-building starting next week May 14.

If your property is located within a certain distance from the Tanner Subdivision, then the City provided you a pre-construction notice for the mass-grading activities that began February 2018. That mass grading has been ongoing since that time. Additionally, you may have seen the notification that was provided on social media and/or the associated signs that were posted along Tanner Subdivision’s site perimeter. The notice indicated construction access to the site would be prohibited from Elk Run PL SE (Tannerwood) and SE 135th Way, however, it was determined that sole construction access from Tanner Road up to the Phase 3 bench is infeasible due to safety concerns. As a result, the City determined that the best route for construction vehicles such as contractors, home builders, material deliveries and concrete trucks is through the Wood River neighborhood. Heavy construction vehicles such as machinery, dump trucks hauling earth and gravel and heavy machinery deliveries and pick-ups will still utilize the Tanner Road entrance until such a time the earthen ramp is removed and the slope is replanted. The City will work with the contractor to ensure that the Tanner Road entrance is being utilized to the maximum extent feasible by heavy vehicles. Please note, construction access will still be prohibited through the Tannerwood neighborhood with the exception of sewer extension work that will run to the intersection of Elk Run Place and SE 16th Street.

Because the second phase of Phase 3 will include more construction vehicles using SE 140th Street and the Wood River neighborhood, the following safety measures will be provided:

A. “Heavy” construction vehicles will continue to only access Phase 3 from the Tanner Road entrance to the maximum extent feasible at City’s discretion.

B. Orange 15 mph speed limit signs will be posted on 457th Avenue SE and SE 135th Way in the Wood River neighborhood for construction vehicles. This will be strictly enforced by police, if necessary.

C. The City will employ inspectors on SE Tanner Road and in Wood River at varying times to ensure traffic control measures are being followed and public safety is not being compromised.

D. Any damage to roads and shoulders by construction vehicles will be repaired at the developer’s expense.

The Grading Permit states that contractors shall honor allowed work hours, ensure safe street access for the public, and provide general cleanup of the right-of-way each day. Chapter 8.26 of North Bend Municipal Code does not allow construction noise from 8:30 pm - 7:00 am on weekdays and 6:00 pm 9:00 am on Saturdays. No construction noise is allowed on Sundays or holidays (New Year’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas Day regardless of the day of week). To report a work hours violation, please call the City’s code enforcement number at 425-888-7645 Messages may not be received until next business day.

The City of North Bend recognizes that this construction could be a significant inconvenience to you. However, we will continue to make public safety our number one priority.
