Building Department Operations during the COVID-19 health crisis. 

On April 24th Governor Inslee Amended Proclamation 20-25 with the Memorandum "Implementation of Phase 1 Construction Restart",  the City of North Bend has complied with its interpretation of this memorandum and has allowed existing construction that can comply  with the "Phase 1 Construction  Restart COVID-19  Job Site Requirements" to restart as long as the outlined safety procedures are followed.  

As of April 27th we began accepting inspection requests to conduct field inspections on these allowed projects. It is recommended that you use the online inspection request system, but phone requests will still be accepted.

Permit issuance and application submittals that cannot be sent electronically, will need to request an appointment at least 24 hours in advance to arrange such a transaction. Please email Building Official Colin Mercer for these appointments which will be offered Monday through Thursday from 10:00 am till 3:00 pm.

Inspections required in privately occupied homes for permits of essential services will still only be conducted by photo or video inspections. Instructions on how to request these inspections and what is required was provided with your permit. These limitations will remain in effect per the Governor’s Stay Home -Stay Safe Extension Order until May 31st unless a new date is issued.

THE GOVERNOR HAS ISSUED AN AMENDMENT TO PROCLAMATION 20-05 WHICH DELAYS THE ADOPTION OF THE 2018 BUILDING CODES WHICH WILL NOW GO INTO EFFECT: 

BEGINNING FEBRUARY 1st 2021.

Functions & Responsibilities

The Building Department oversees building and related construction activities to protect the public health, safety and welfare of our residents and visitors pursuant to uniform construction codes governing land use and code enforcement (as established in North Bend Municipal Code 20.10).

The City of North Bend enforces the International Codes, Washington State Amendments and Washington Administrative Code (WAC), all as adopted in NBMC Title 15 - Buildings and Construction. The Construction Administrative Code as set forth in NBMC 15.02 replaces the International Code Council (ICC) administrative chapters of the adopted codes.

A free online version of the International Codes is available by visiting the ICC website and hard copy of the code books can be purchased by visiting the WABO Bookstore. Both of these versions of the Code do not include any amendments specific to Washington State. Inspections

All inspections with the City of North Bend must be scheduled 24 hours in advance. Inspections can be scheduled as follows:

Online

By phone by calling 425-888-7645 and providing the following information:

  • Permit Number
  • Address
  • Type of Inspection
  • Date to perform the inspection
  • Contact name and phone number incase we need to call you back.

Fire Alarm or Fire Sprinkler Inspections are scheduled through Eastside Fire and Rescue.

Construction Work Hours

On October 10, 2019 the North Bend City Council adopted Ordinance 1698 (PDF)
modifying the allowable hours for Construction Noise.

Effective October 16, 2019 the new hours for Construction activities that generates noise are as follows:

 Monday through Friday........7:00 a.m. till 7:00 p.m.
 Saturday..................................9:00 a.m. till 5:00 p.m.
 Sundays.................................No Work Allowed
