Utility Bill Assistance

Consistent with Governor Inslee’s Proclamation 20-23 (Utility Ratepayer Assistance and Preservation of Essential Services), the City of North Bend has taken the following steps to provide utility relief during the COVID-19 emergency:

  • The City is encouraging everyone to pay their bills on-line at Utility Billing | Pay/View Utility Bill.
  • Transaction fees charged for online payments via the City’s website have been waived during the emergency. 

The Governor’s proclamation does not relieve customers from the obligation to pay for utility services.  Services will continue to be billed and accrued at current rates.  We encourage customers to make regular payment of monthly charges as the balances will continue to accrue.  

Utility disconnects for non-payment and penalties for delinquent utility payments will resume after September 30, 2021, when the Governor’s proclamation expires.  If your account is past due, please plan to bring your account current before September 30, 2021, to avoid potential penalty charges and service interruptions.

Pay Online/Auto-Pay

Enjoy the benefits of no postage to pay, no checks to write and no late fees to worry about.  Have your payment automatically withdrawn from checking or savings account, or automatically paid by credit card.  Visit our website for more information.

Utility Billing | Pay/View Utility Bill 

Online Bill Payer Payments

You may choose to pay your utility bill through your bank’s online bill payer service.  Be sure to specify your utility billing account number.  This will ensure quick crediting of your payment once it is received in our office. 

In some instances, your financial institution may send us a payment by mail.   In these instances, a delay of five to seven business days may occur in the processing of your payment.

Pay by Mail

Mail your payment in the return envelope provided and be sure to include the remittance stub portion of the billing.  To ensure proper credit to your account please include your account number on your check.  Mail your payment to:

Pay in Person

Beginning July 12, 2021, payments in person will be accepted at City Hall, located at 920 SE Cedar Falls Way.  City Hall hours are Monday through Thursday from 8:30 a.m. to 4:30 p.m.  (Closed from 12:00 p.m. to 1:00 p.m.) and from 8:30 a.m. to 12:00 p.m. on Friday. Please note that City Hall counter hours may fluctuate as we transition back to in-person services.  Current hours will be posted on the City’s website at https://northbendwa.gov.   

  • Payments must be by check or money order.  No cash payments will be accepted. 
  • After hours, drop your payment in the drop box located in the City Hall parking lot.

Utility Bill Assistance

If you are experiencing hardship because of the COVID-19 emergency, you may be eligible for support, including long-term payment arrangements or bill assistance.  

Customers impacted financially by the COVID-19 emergency may apply for a payment plan.  Under the payment plan, the City will:

  • Allow customers to pay their delinquent City utility bill over a 6-month period.
  • No late fees will be charged on the delinquent balance and no termination of service will occur while a payment plan is active and in good standing.
  • As long as all monthly payments are made on time, utility service will continue uninterrupted for the duration of the plan.

Payment plans do not cover new monthly bills and all new bills are due and payable on or before the due date.  Customers in payment plans will be responsible for paying their arranged payments in addition to their regular monthly bills.

The City will review applications and provide the applicant with a written response within seven business days of receiving the application.

The City also offers a Senior and Disabled Low-Income Utility Discount program.  This program offers a reduction of utility rates for eligible low-income senior citizens and low-income disabled citizens if they meet established income requirements.   Download the Senior and Disabled Low-Income Utility Discount Application to apply for this financial assistance program.
