On September 19, 2023, the North Bend City Council approved the Housing Action Plan and, as part of the Plan, Council presented a preamble that documents the City’s desire to achieve realistic, sustainable, and equitable housing goals as part of Washington State’s Growth Management Act (GMA), while also expressing concern about the State’s affordability targets for the City.
The purpose of the Housing Action Plan (HAP) is to develop a single report that defines community needs, analyzes projected needs, and identifies the most appropriate strategies and implementation actions to meet North Bend’s housing needs. The Housing Needs Assessment and strategies within the Housing Action Plan will be incorporated into the City’s Comprehensive Plan and is supported by data and public input, much of which was gathered from a City survey held in January 2023, and a Housing Action Plan Open House, held on March 1, 2023.

The HAP is made possible by a grant administered by the Washington State Department of Commerce through Engrossed Second Substitute House Bill 1923 (HB 1923). This grant program encourages planning for and the construction of additional affordable and market rate housing in a greater variety of housing types and at prices that are accessible to a greater variety of incomes.
