Construction on Sunrise View Subdivision to Begin Soon

Construction will begin next week for the Sunrise View 19-lot subdivision located south of the Cedar Falls and Toll Brothers Mountain Vista developments. This project will consist of the construction of 19 new homes.

A plat is comprised of three parts. Part 1 involves technical analysis, environmental evaluations, preliminary engineering, public notification and comment period, preliminary plat approval, State Environmental Policy Act (SEPA) determination, permitting, and final engineering approval. Part 2 involves clearing/grading, infrastructure (sewer, water, storm drainage, dry utilities, roads) construction, and final plat approval. Part 3 involves actual home construction. During these phases, City of North Bend provides technical reviews, coordination, permitting, and inspection services.

If your property is located within a certain distance from Sunrise View, then the City mailed you a notice of subdivision application, which would have occurred in 2016. Additionally, notification was provided in the local paper (Snoqualmie Valley Record) and associated signs were posted along Sunrise View’s site perimeter. Sunrise View is being developed by Conner Homes and is located at the south terminus of Salish Ave SE in the Mountain Vista subdivision. Conner Homes intends to complete infrastructure construction and record the final plat in 2019. Home building is anticipated to begin in spring or summer of 2019.

Since construction activities will include a substantial amount of machinery, noise, and vehicles, the following safety measures will be provided:

A.         The City has designated a “Haul Route” for construction machinery and worker vehicles for access.  The approved access is from Exit 32 I-90 travelling along 436th Avenue and onto SE Cedar Falls Way.  From SE Cedar Falls Way, construction traffic will turn left onto Salish Ave SE and travel south through the Cedar Falls development and into the Mountain Vista subdivision currently under construction. The return haul route will be the same.  The City will not allow construction access from other roads.  Before construction, Salish Ave SE road / pavement condition will be evaluated.  Following construction, the pavement condition will be re-evaluated to determine if construction traffic damaged the pavement. If so, then the pavement will be upgraded to equivalent or better condition.

B.         Road closures are not anticipated with this project.

C.         The City will employ inspectors on Salish Ave SE to ensure traffic control measures are being followed and public safety is not being compromised.

D.         The Grading Permit will state that contractors shall honor allowed work hours, ensure safe street access for the public, and provide general cleanup of the right-of-way each day. Chapter 8.26 of North Bend Municipal Code does not allow construction noise from 8:30 p.m. to 7:00 a.m. on weekdays and 6:00 p.m. to 9:00 a.m. on Saturdays. No construction noise is allowed on Sundays or holidays including New Year’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day, regardless of the day of week. To report a work hours violation, please call the City’s code enforcement number at 425-888-7645. Messages may not be received until next business day.

E.         15 MPH temporary construction signs have been posted through the Cedar Falls development.

F.         Conner Homes shall provide a flagger at the raised crosswalk located at the entrance to the Mountain Vista subdivision during the hours with school pedestrian traffic, to ensure safety of all users.  Their hours are 8:45 to 9:15 a.m. and 3:30 to 3:45 p.m. unless otherwise coordinated with the Cedar Falls HOA and modified by the Public Works Director.

City of North Bend recognizes that construction in this road corridor could be a significant inconvenience to you.  However, we will continue to make public safety our number one priority.  During construction, if you have any questions or concerns, please call the Public Works office at 425-888-0486 or email Carrie Smith at, or Brian Tucker at
