Transportation Element Overview

The Transporation Element of the North Bend Comprehensive Plan provides a framework to guide transportation investments over the next 20 years in accordance with the community’s vision and goals.  The Transportation Element includes short- and long-range strategies, such as programs, policies, and project recommendations, that advance the development of an integrated, multimodal transportation system in North Bend. 

An up-to-date Transportation Element plays a vital role in maintaining the City’s eligibility for future grant funding and identifies the future transportation system necessary to accommodate the growth and development of North Bend.  Included in the Transportation Element is:

  • An inventory of transportation facilities and traffic forecasts based on the City’s 20-year growth projection.
  • Levels of service standards for vehicles as well as bicycle and pedestrian facilities.
  • Policies guiding the development of transportation facilities and serving as a basis for transportation-related development regulations in the municipal code and Public Works Standards.
  • Recommended transportation improvements necessary to maintain adopted levels of service. 

Transportation Element Update

The City is currently in the process of conducting an update to the Transportation Element. 

The City has retained Fehr and Peers, a Transportation Planning Consultant, to lead the update for consistency with the Growth Management Act, Puget Sound Regional Council’s Vision 2050, and other relevant planning requirements.  Proposed amendments include revisions to the transportation policies, level of service standards, traffic forecasts, and planned transportation system and facility improvements.  

This process has included stakeholder meetings with the North Bend Downtown Foundation, Snoqualmie Valley Transportation, and Snoqualmie Valley Chamber of Commerce, as well as public process before the North Bend Planning Commission.  The Planning Commission held a public hearing on the draft update on September 8, 2022, and provided a recommendation of approval on October 13, 2022.  The City Council passed Resolution 2049 on December 6, 2022 authorizing adoption of the Transportation Element together with the rest of the Comprehensive Plan updates, which will occur as a whole in 2024 once those other Comp Plan updates have been completed, and once State Environmental Policy Act review has been completed for the Comprehensive Plan updates as a whole.

Next steps: Formal adoption of the draft Transportation Element passed by Resolution 2049 will not occur until all draft Comprehensive Plan updates have been prepared and State Environmental Policy Act review has been conducted for the draft Comprehensive Plan update as a whole in 2024.
