Long-term financial sustainability, predictability, and maintaining public safety and other city services are essential components of North Bend's highly livable community.
Since 2012, the City of North Bend has contracted with the City of Snoqualmie for law enforcement and police services. In 2024, the neighboring cities of North Bend and Snoqualmie began negotiations to explore renewing their Police Services Contract.
The North Bend City Council has worked alongside staff through an in-depth, thorough, transparent and data-driven process to evaluate and select a provider.
Milestones: Research, communication, evaluation and selection
- January 7, 2025: The Council approves a Renewal interlocal agreement (ILA) for police services with the City of Snoqualmie through June 1, 2025. Mayor Miller explains that the Council is focused on reaching a fair and mutually beneficial agreement that meets the needs of both communities.
- March 14, 2025: In an abundance of focus on long-term financial sustainability, predictability, quality policing services and transparency, the city releases a Request for Proposals (RFP), seeking responses from qualified police service providers.
- March 18, 2025: Jarrod Burguan, with the Center for Public Safety Management, LLC (CPSM) presented the Police Services Study for the City of North Bend. The in-depth study reviewed three police services options for the city: creating its own police department, starting a new contract with the Snoqualmie Police Department, or contracting with the King County Sheriff’s Office.
- April 1, 2025: Following issuance of the RFP, the City of Snoqualmie requested an extension of the due date for the written response, which was originally due on April 11.
- Read Agenda Bill 25-035, which provides the police services schedule related to the RFP and decision-making
- April 8, 2025: Community joins the Council and staff for a Special Workstudy meeting, where the where the Snoqualmie Police Department and the King County Sheriff's Department delivered presentations as responders to the city's RFP.
- April 15, 2025: The RFP outlines a scoring rubric for the April 8, 2025 police services presentations. The city’s four department directors of Public Works, Community and Economic Development, Administrative Services and Finance scored each presentation and written proposal. This is presented at the April 15, 2025 City Council meeting.

- May 6, 2025: The Council has completed its discussion for contracted police services and is ready to authorize Mayor Miller to begin negotiations on an ILA for the provision of police services.
